Qt is still a cripple?

It is undeniable that when releasing commercial applications the most important OS is Windows. I am having a lot of problems reading Qt5.1.1 documentation, since it addresses *nix and not Windows. My interest in Qt is not the FSF, but the economic market such as small to medium size businesses; statements like:

*Using Qt Quick Designer

Qt Creator packages that are not delivered with Qt 5 are still built with Qt 4.8, and therefore do not contain qml2puppet, which is the external process that is responsible for rendering Qt Quick 2.*

this to us sounds like:
*Qt is still a cripple,  therefore it does not contain qml2puppet; which is a vital organ responsible for rendering Qt Quick 2*

Now, my question. Is Qt production ready or do we still have to wait a little longer? 

If it is production ready, please note that Windows apps come with an installer and not with a prescription of how to build the application, this approach reduces you to the level of wxWidgets.  Just imagine MinGW releasing its Windows software [compiler g++, gcc, fortan etc, etc] so that the user can compile it. The purpose of a GUI toolkit is that it can be implemented as production ready, like C#, Java or Embarcadero has it. With these applications we need only to install it and start earning money, since their licences are so expen$ive, nonetheless, Qt licence is not cheap either.
My company is seton developing with Qt and we don't mind waiting a little longer, but we want Qt also to  be responsible with us, since we intend to purchase a licence, and provide us with a Windows Software that comes with an installer and ready to help us earn money. 
Qt is a laudable ToolKit, no doubt about it, but at the same time it has rough edges and by no means I/We in any way intend to belittle your efforts, but in the words of Bill Gates:
_It's fine to celebrate success but it is more important to heed the lessons of failure._

qml2puppet is a convenience tool. It's nice, but it's not required to create Qt Quick applications.
