Building Qt at my own

This might sound very basic, but I want to know what exactly configure does , this is first step before in QT build process.
I was thinking when I supply configure.exe -no-rtti or -no-dsp and -qt-libjpeg , What exactly is done in source folder of Qt when configure finishes.

In general I would say that configure does the basic creation (boot-strap compilation and linking) of tools as qmake, moc and stuff. In this process it tailors qmake that it will use the specified specifications as default (location of tool chain and stuff). It also prepares the makefiles for the complete compilation.
This is more a description from a user's perspective rather than knowing the details behind the process. However, the configure does display all the steps it performs.
