QML TableView vertical scrollbar not shown. It it bug or not?

Hi,
As far as I know, I have seen this strange vertical scrollbar from qt 5.3.x
Every new version released, I have check this example (qml tableview), but nothing changed.
please see this link, give your opinion whether bug or not.
