How? I go to the page and there isn't any way to enter information. I can scroll to the end of the current nominations and it looks like there are empty rows in the table but I can't edit them. Is there a minimum ranking requirement? Perhaps the process is over already?

Look at the top right of the page under Wiki Menu, you should have an edit button

Yes, this is one of the problems with the wiki, it looks too much like regular pages.
