Although Digia has acquired Qt from Nokia, nothing has changed regarding licensing. There are still commercial and open sources licenses available as before.

Keep in mind that Digia has been handling the commercial licensing up until now as their primary focus, so there are still changes that are being made to their web site to accommodate the merging of the Nokia stuff. There's still a "please bear with us" message on the top of the page, also. So, I'm sure that over the next short period of time the web site will begin to reflect more of the options available.

You can still get the open source downloads through qt-project.org, yes.

qt.nokia.com was the corporate site for Qt that Nokia created, all documentation and community content was moved to qt-project.org. The only difference now is that qt.digia.com is now the corporate site.
