Where did the russian subforum go?

I've just noticed that there is no more russian subforum in the International section anymore.

I could probably guess the reason why it was deleted, but russian-speaking people do not necessarily live in Russia and not so rarely aren't even Russian citizens, so it's a rather strange decision to "block" the entire language for everyone on the planet.

Or was there some other reason aside from the obvious one?
