I mean translate and publish them on other resources. -
You have to follow the license of the stuff. It is stated ther and tells you, what you might do and what not.

Licenses might be tricky. And for specific cases, you sometimes need a lwayer to be 100% sure, what you might do and what not...
So, read it and check, what is stated...

hi...we have c++ in our university paper...I am currently started teaching c++ using QT..I found lt of students..are fond of it.but are there any kind of carrier opportunity in this line..

I guess that is highly dependent on your location. Personally, I have had no problems at all finding interesting job opportunities based on my C++/Qt skills.
