That is a forum protection against spam, because we still have to fight against that new members post dozens of unrelated posts, sometimes during night time where no one can stop them.
You are apparently no spammer, but you don't have enough reputation to get beyond the barrier.
You can gain more reputation by answering others questions or even by small things like saying "Thank you" if you got a good answer. Don't forget to upvote good answers too.
I'm sure you will gain more reputation soon and then you can answer immediately.
