Accessing bugreports.qt.io/secure/CreateIssue!default.jspa, I see:

You will not be able to create new issues until you renew your license, please contact your Jira administrators.
When using a forum, remember to tag the person you are responding to, in case they are not subscribed to the thread.

We're preparing to move Jira from on-premise to the cloud, which may cause some disturbances this week.
Everything should back online next week.
