Need better title text in "Add Member" dialog in Manage Ignore List page

Currently the prompt text used is

var member_text = 'mbr_member_usernames';

Presumably that should either be "Select user" or replaced with some ajaxy picker.

Also on that page the checkbox on the right is confusing when the list is empty. Suggest hiding it if the list is empty.
