Now I want to make a app that will use some code in QtCreator(extensionsystem, and others) and i know the qtcreator is dual-license, but what i am not sure is that whether i can choose the LGPL freely.Or the choose of license is constrict by the app's purpose?

QtCreator is GPL, not LGPL. There are two exceptions stated to the GPL in the license file:
