Vector graphics and refreshing area below layer

What is the best way to make vector graphics? Layers is possible?
I want move elements with mouse, move thin and thick lines with mouse and refresh area below this simple elements.

provides most of the needed features to manipulate items with a mouse.
Im not sure what type of vector graphics you are after, but this is
vector based and offer excellent performance.
