Unsolved do not have AVD Manager

I have installed android studio 3 times, reinstalled the sdk and downloaded the tools directly yet I do not have AVD Manager to use it with QT. There is no AVD Manager.exe and I cannot open it from android studio as the icon is greyed out. Any thoughts?

Did you follow those advices for installation?
You also install the Android SDK and NDK. Check also that you have the right versions, especially for NDK.

In Android Studio try to create an empty project from scratch. IIRC then the AVD icon is enabled (from within the project). -

i have every package under sdk tools installed including the SDK and NDK, its stored in my appdata/local with no AVD Manager.exe, theres just a batch file which opens cmd and closes right after.
