new to Qt: how to setup to make Qt applications for Rpi, on Windows 10

What do i have to configure/download/setup in order to make Qt applications for Rpi 3, or Rpi CM3L from my windows 10 laptop? i have Qt open-source setup on my laptop.

Most, if not all of my C++ experience is Arduino coding.

Cross-compiling Qt is by far easiest from Linux to Raspberry Pi. Here's a wiki on that https://wiki.qt.io/RaspberryPi2EGLFS

If you really want to try it on Windows, be prepared for some more hurdles. Here's an (old) tutorial: https://visualgdb.com/tutorials/raspberry/qt/embedded/

I suggest you to bring up a Linux virtual machine or you can use directly the Rapberry Pi.
