Building Qt 5.9.1 with System Libraries (jpeg, z, png) on Windows

I am trying to build Qt 5.9.1 from source for Windows using precompiled third part libraries (libjpeg, libpng, zlib). I have set the appropriate "-system-*" values such that the configure step specifies that it is trying to use a system zlib. However, my configure step ultimately fails with errors similar to:
"Feature 'system-zlib' was enabled but the pre-condition 'libs.zlib' failed"
"Feature 'system-jpeg' was enabled but the pre-condition 'features.jpeg && libs.libjpeg' failed"
In my situation my "system" libraries are located in some other directories. I assume I need to tell the configuration script where to find them. I have seen some conflicting information on how to properly specify the library path and include directories for these third party libraries. Does anybody know how to properly set them? Obviously what I am trying isn't working.
