Is commercial licence required when using Qt IDE with native C/C++

I am wondering if I am required to buy a commercial licence to use Qt IDE for commercial purposes with native C/C++ components (without using Qt framework)?
I have asked this question to a sales manager, but I didn't get a clear answer. Could anyone please advise?
