New to Qt, few questions

I need to write a GUI to be used on a HMI, I have written such a program in processing but unfortunately the application is too heavy for my Raspberry Pi 3 (< platform to be used for HMI). So I am looking for a new good UI designer and my friends recommended Qt + python looks like Chinese to me. I have a few questions:
The GUI needs to look a bit like the following pics of my GUI which I made in processing.
- Can I write a GUI on my windows 7 PC and export it to a Raspbian compatible Linux application?
- Can a Raspberry handle a Qt made application?
- Can I create a GUI which looks a bit like the one of the screenshots?
