Multicast Windows 7 issues

Case 1: If i run the multicast application with the active network the udpsocket joins to the multicast group successfully...
Case 2 : Scenario is that the network is down and I start start the qt application ,But when the network comes up it DOES NOT join to the multicast groups.Qt version Tried with 5.5 and 5.7
Multiple interfaces are there and disabled all the interfaces and disabled ipv6.
The application works on Linux...
I have been struggling from past many weeks ,Kindly help me with a workable solution maybe sample code
