How to broadcast data bluetooth low energy in android and ios

I'm still looking for solution for broadcast Bluetooth low energy in android and ios device!
I want simple app, It's had one button and when I clicked button, my device(android and ios) emit signal to broadcast data packet via Bluetooth low energy. And devices around(had turn on bluetooth) can receiver data packet without connected my device
In the present, It's can support?
