Normally it's not.
But if you choose Visual studio Qt and dont have the actual visual studio compiler installed.
(its NOT included)

Or you are on linux and it dont detect your gcc.If you are on windows , then

often just works for starting Desktop apps. programming.
It contains both compiler and debugger.
