Application Preload Dialog(something like Photoshop startup dialog)

Dear freinds,

I am sure we have all seen a dialog that pops up before an application begins to work (Like Photoshop or MS-word).
It not only gives applications a professional look but it also loads necessary DLLs and other dependencies before the actual application appears.

Would someone please explain what is the best strategy to implement this preload window.
