Unsolved Installer fails to start on fresh Windows 10 PC

I tried to install Qt on a fresh copy of Window 10 x64. It failed with this error:
I understand what it means but isn't it wrong to require additional download to even begin install?

That's a bit surprising indeed. You should check the bug report system to see if it's something know.

I had the same problem few days ago on a fresh win10 setup where i just wanted to use mingw, as expected all went fine on pc where i had msvc already installed.

It appears to be visual c++ redisputable error , maybe vc2012 , there are so many dif relases of msvc , never know what is needed

actually it's MSVC2013. 12 is the version number which do not correspond to the year number.
v7 = 2003
v8 = 2005
v9 = 2008
v10 = 2010
v11 = 2012
v12 = 2013
v14 = 2015 -
