          I't completly open, yu can start with QWidget or with a graphicsview. It all depends...

                  you can go with using blenders timeline editing widgets or maybe even try any Open source QT based Video Editor to help you start out with something you can customize to your specific needs...

                          the one I told you about is for multi-platform the guys doing the pencil project might be your best bet i think. Check the forum out...
