Widget library for loading up hex grid that can load sprites?

I want to setup a [gui] game of mine that I made.
Preferably the sprites should be capable of multiple layering of sprites. One to signify land, markers, units, and a way to designate the ordering of those layers on top of each other, something like:
terrain 1st
terrain markers 2nd
unit 3rd
unit markers 4th
