Hi,
i neither have minGW nor use a 32 bit OS
- You need a compiler which matches your copy of Qt. If you downloaded "Qt libraries 4.8.6 for Windows (MinGW 4.8.2, 328 MB)", then you need to use the MinGW 4.8.2 compiler.
- "32" here refers to the bitness of your compiler and libraries, not your OS. You can run 32-bit programs on a 64-bit OS.
Anyway, if you are just starting, I recommend that you install Qt 5.3 instead of Qt 4.8.
The easiest way is to download "Qt 5.3.1 for Windows 32-bit (MinGW 4.8.2, OpenGL, 735 MB)" -- this package contains Qt, Qt Creator, and MinGW.

Not a problem, friend :)

In general, Qt 5 has better performance and features. It also dropped support for older, obsolete functions.
Qt 5 is currently being actively developed -- new features are being added and bugs are being fixed.
Qt 4 is still being maintained and important bugs are still being fixed, but much less effort is being spent on it than Qt 5. It is no longer getting new features.
