How do I get rid of this click-and-drag menu in my app?

I don't know how else to describe it but it's a small bar that you can drag around the window and place it on any of the four edges. I don't think I programmed this in, but does anyone know how I could possibly remove it? Thanks!

It looks like it might be an empty tool bar. Is one set somewhere in your program ?
