I am selecting a new C++ IDE so I am looking at Qt. I see the mobile version is a subscription that cost $149/month but I do not see any other prices. I need to develop and commercially sell Windows 8.1 64-bit apps. Is there a price list for Qt versions which allow us to sell the compiled software we write?

AFAIK there is no such is list available for the public.
Anyway you should contact Digia and ask them directly. -
I can tell you the cheapest option is free :)
You can use the LGPL licenced version if you want. It allows you to sell closed source applications based on Qt. I don't want to deter you from contacting Digia sales though to see what the commercial offerings are...
