Building plugins for windows application

I have been following the guide for "deploying an application on windows with Qt as a shared librabry":http://qt-project.org/doc/qt-5.0/qtdoc/deployment-windows.html#linking-the-application-to-qt-as-a-shared-library. My app builds properly but I get confused at the part where am supposed to build the plugins, pnp_basictools.dll and pnp_extrafilters.dll. The example indicates that you move up one directory and enter another directory for the plugins but I don't have any other directory other than that of my app; After which you clean, configure and build. So could anyone explain more on how to build these 2 dll plugins.

Must every application have these dlls to run?
