AlwaysOnTop dialog and modal dialog conflicted

I have a alwaysOnTop dialog. When it is showing, I still can click the application and bring up a modal dialog. Then the application is non-responsive because of these two dialogs.

is there a way to make the modal dialog take priority or make the alwaysOnTop one shade the modal dialog?
