Trying to compile a Qt5 program statically - cannot find configure

I'm trying to follow the instructions here
http://qt-project.org/doc/qt-5.0/qtdoc/deployment-windows.html
but my Qt 5.0.2 installation doesn't have a configure.exe in it. Neither does my MinGW. Where am I supposed to find this?

it should be a configure.bat in the Qt root dir.
