I have applied for one and now it doesn't take another request until the old one is processed. I think you can accept the requests and then decide if it has to be rejected or approved.

In theory there is no limit, but all new groups must be approved by admins so "Fans of Qt 3.2.0" might not get approved. The limit is with what we believe will make sense and have sufficient traffic.
And you can only have one pending group creation request active.
