I am sure somebody has looked at the report already, but did not yet have the time to try to reproduce it. I for one tend to leave a report in the incoming state then, which is annoying for the reporter, but makes it obvious for me that I still need to evaluate the severity of the reported issue. If I just accept something it sometimes gets lost between other accepted bugs:-)
