AFAIK Qt doesn't provide any API for achieving text-to-speech.

Though probably there are a few libraries/tools out there doing exactly that, which you should be able to integrate with any Qt application - a quick google search gave me this: http://www.babelfish.org/tts-free.htm

But keep in mind that text to speech still is a topic that is being activly researched, for it is complex to simulate a humen voice.

        There is a cross-platform API called "QtSpeech":http://gitorious.org/qt-speech

Thank you a lot. Nothing for speech to text?

Windows Speech API ("SAPI":http://en.wikipedia.org/wiki/Microsoft_Speech_API) has support for Speech-to-Text. However, I am not sure if APIs for Mac and Linux have similar API.

I know there have been some other discussions on DevNet before. You might search for the tag "speech recognition" and see what comes up.
