how to install a basic Qt SDK enviroment under winXP without root privilege and without QT IDEs ?

I am a RD. engineer for a large computer hardware manufacturing. I recently need to develop a calculation software for other engineers in my department. In the process of developing this software I chose Qt to develop the GUI. However, I was unable to install Qt without help from MIS due to installation of vc-redistributable which is used by Qt Creator and Qt Designer.
In fact, I (and other co-developers) don't need these stuff at all. All we need are simply Qt library and qmake. I assume that there is a way to install Qt without those IDEs depending on vc-redistributable and I can install such an enviroment without root privilege. So, my question is how to install a basic Qt SDK enviroment under winXP without root privilege and without QT IDEs ?
Download just the libraries (just click "Downloads" on top of this page, and go to libraries section), or compile code from source. You can use the SDK, too, but choose MinGW instead of MSVC to avoid installation of the redistributable (I'm not certain of that last sentence, I have not used the SDK for a year or two).
