Android - Issue on receive firebase data-messages when app is not running

I added the firebase to my android application, to receive push notifications (specially the data-messages which don't inclde the notifiction) .

data-messages receive without problem when the app is in the foreground or background. but when I remove the app from the recent list, I don't receive any data-messages anymore.

is there anything missed in this implementation?
