Short version: tick that "Archive" box on the right :)

Longer version: Qt 5.9.x is an old (archived) version, so the Maintenance Tool will not offer to install anything (more) from that version unless you enable the Archives first. The reason you are see any Qt 5.9.3 entries at all, is because they were already installed previously (see how they are all checked-already; essentially its allowing you to uninstall those if you want to). So if you enable Archive, then you'll see all of the other available Qt 5.9.3 add-ons (as well as lots of other archived Qt versions).

PS I'd highly recommend upgrading to at least Qt 5.9.9 while you're at it, or even Qt 5.15 if you can :)
