Qt Installer Mac OS X Broken

I tried the QT installer on Mac OS X Ventura Version 13.2.1
It is a little Mac mini M2
I have installed X code 14.3.2 and it has been run multiple times, I have used it for multiple projects, along with the command line tools. So that part is working correctly.
When I went to run the QT installer, I got this window
It says you need to install Xcode.
Are there any idea on how to fix this?
