How to set popup window to appear on the top when you move menu at the bottom of taskbar?

I need to open my popup menu at the top when my application is either in fullscreen mode or at the bottom of the taskbar where there is no space below.
But it opens outside the screen, is there any direct way to set the popup to appear correctly?

@Yuqi You may use wayland. A switch to X11 will be fine.
