I compiled the Qt source 6.3.1 static with this options: configure.bat -static -debug-and-release -platform win32-msvc -opensource -confirm-license -prefix "C:\Qt\Static"
    compiled with vs22.

I'm testing creating a new qtwidget project, it doesn't contain 'anything'.

When I compile the project as Release I get no error and the app execute ok, however, when I compile it as Debug I get this error:
    cannot open file 'C:\Qt\Static\plugins\styles\qwindowsvistastyled.lib'

    I don't have qwindowsvistastyleD.lib in this folder I do have a qwindowsvistastyle.lib

I'm missing something in the command line options when compiling the source?
Should exist an "object-Debug" folder? does it fail to compile the Debug libs?

The d suffix on library filename, before the .lib, is MSVC's way of specifying a debug verion of a library. But you do not seem to have this, or not where you show. Do you have that file anywhere else? I do not know what you are supposed to make of it, but https://github.com/microsoft/vcpkg/issues/23481 seems to report the same issue as you are having?

So there is no way to correctly make it work for both configurations using a single Qt Setup (qmake) in the Plugin. Only Release will work out of the box, Debug requires an additional setup.
