qt-unified-windows-x86-4.1.1-online.exe stalls after Shortcut step on Windows 10 21H1

The open source online installer (qt-unified-windows-x86-4.1.1-online.exe) stops responding on Windows 10 21H1 after the after Shortcut step of the setup wizard. I've tried several steps to solve this issue without any luck. I am installing the open version after my trial licensed expired.
- I uninstalled all the QT trial software.
- I've uninstalled a program that was built using QT (had several instances of QT components running).
- Tried many different install options/scenarios (including all defaults)
- Rebooted between each step.
The installer always locks when I click next on the Shortcut options screen of the setup wizard.
