I'm I taking crazy pills or Open Source developers wont have access to the LTS 5.15.x upgrades beyond version 5.15.2?

Yes indeed. Qt 5.15.5+ is only available for commercial users.
Qt 5.15.2 LTS is the last Qt5 LTS Open Source release -

Use 5.15.2 until you upgrade to Qt6 :)
