Solved Licensing for Raspberry Pi Applications When Not Using B2Qt Toolchain

Not sure the best place to post this question.
We are developing executables that can run on a number of platforms, including Raspberry Pi. We are not using the B2Qt toolchain. For RPi, we are using raw Yocto to create a generic SDK, then building Qt libraries with that. There is no B2Qt involved.
Do we need a Qt distribution license for every user's device that will run our executables?

No, we have a small business commercial license.
I have been asked by my team if we need the per-device licenses, since we are not using the B2Qt toolchain.
