What unit of measurement does the "distance" role provide in PlaceSearchModel?

The measurement unit doesn't seem to be documented.
Intuition says the measurement units will be relative to the locale defined in the plugin, but is this the case?
If so, is there a definitive source of information on this or a section in the codebase that makes it clear?
