I see many examples where users can interact with a Surface3D through mouse or touchscreen to rotate the surface or zoom in and out. Is it also possible to translate horizontally, either the surface or the viewpoint? E.g. can I zoom into a Surface3D and then “fly” over it, using the mouse?

Horizontal translation is possible by dragging the horizontal axes, as in this example.
