No. You can try to compile Qt libs yourself for msvc2019, but it is not included in precompilation list yet.
At the moment msvc2017 and msvc2015 version are available as precompiled vesions. Also MinGW is supported.

msvc2017 and 2019 are binary compatible - use the precompiled Qt version for msvc2017
