Find Mobile devices with QtBluetooth

I've been trying to use the lib QtBluetooth to find nearby mobile devices, but I can't seem to make it work. I started from the btscanner and lowenergyscanner examples, and adapted it a bit to be a console app. It is able to detect some devices around (mostly house control stuff, and the shared bikes passing around) but not my phone or tablet, unless I try to pair one of them with my computer, only them can it find it.
Is there some special manipulation to be able to detect them, or is it some kind of limitaion? -
If this is on Windows, then QtBluetooth won't detect devices until you pair them in the system. I think this was fixed in Qt 5.13, but I haven't checked.
