Does Qt commercial license allow me dont bother about any patent/royalty fee if I use in my application QtMultimedia with WMF backend for play/decode mp3 files?
And same question about video playback. -

That's unrelated. QtMultimedia provides support for native multimedia backends and will be able to decode whatever said backend can.
The fact that you may have to use a non-free codec has nothing to do with regards to Qt's commercial license.
So no, it's still your own responsibility to properly pay for non-free codec that you may need.
Note that patents have a lifetime, see the MP3 Wikipedia article.
