Unsolved How to allow other developers(with no QT installed) to build and run a QT GUI project inside Visual Studio 2019?

A little background of my current situation:
I am working in a team of 6 people on a school project to create a game engine and my team has decided to use QT for our level editor. However, as this is a school project, there are certain criteria that I have to follow and thus there is something that I wish to clarify:
How can I allow other developers who do not have QT installed (e.g. my instructors) to build and run our qt project through Visual Studio? (i.e. I want them to be able to click "Build and Run" project in visual studios without having the hassle of installing QT.
I have found instructions on windows deployment here but I am assuming it means that I cannot build and run it inside Visual Studio?
Also, I am using QT version 5.12.8 and created a QT GUI application on VS2019. Thanks in advance!

You can't build a Qt project without installing Qt. How should that work?
