Yes, Qt is suitable to do such a 'graphical editor'. The best way to do this however depends on your exact use case.

There is already such software based on Qt. It allows create virtual instruments almost like LabVIEW does. But it has some advantages over other systems - it is multi-platform, based on plugins, uses powerful extendable scripting language, interactive scripting debugger and much much more. But for while it works only on Russian language. There are plans translate it to English and other languages. This requires funding therefore will be done when non-Russian customer will appear.
