How to prevent spammer to post messages?

I just deleted another 40 from the users:

deenaatwoodI reported them again, but since they are not blocked yet, I wonder who receives those reports about spamming? in the old days the super admins like Marius and Alexandra and Gurudutt took care. Does anyone know who is in charge for deleting users now? Or how can we get the power?

I asked Tero this question last week. Apparently, moderators have the authority to ban users, but currently don't have the authority to access the page that lets you ban users.
We'll have to wait for Tero to fix the page access.

How is banning done by moderators?
I know only how to delete the spam. Anyhow, creating a new name is only a short moment. -

Anyway the use of this would of temporary effect only anyway.The spam I saw today is only for a completely mad mind to be happy.

I would suggest new members should have a percentage (Let 's say 30%) of user information filled in before they can post. That way it's too much work to even start the spamming and moderators have less work dealing with it.
Can that be done? Any thoughts about this idea?

BTW i'm deleting spam for the past 5 minutes now. This is the 5th spamming wave since friday. I've kept a close look on it during the weekend. Any help is welcome
